Calgo cTrader : I m looking for help to build my first indic

My english is not good, sorry...i m french...

I would like to build a simple indicator .
the value is 0 when it's put on the chart,the value is the value+1 if the price grow of 10 pips, and the value-1 if the price down of 10pips.
So if the indicator shows 0,1,2,3,2,1,0 the price is the same at the begining that at the end.

I built it in Delphi but i cant translate it in C#

is somebody can help me ?
