ATR% is kind of like a gas gauge... how much gas is left in the tank? Or you could think of it as an odometer how far have we gone?

I am currently looking at 'Currency_Strength_Giraia_25_pairs_TRO_MODIFIED_HISTORY2', would like to see and a get a feel for the static strength like in the video.
