I know that it is confusing, so much so that people start dividing God into pieces...
God created and inhabits his image (Jesus): God is the Spirit of the image (Jesus), these 3 are 1.
God is omnipresent (has no locality) so he can only 'send' his image which does possess locality ("Certainly I will be with I").
'inhabit' does not mean that he is contained: to the mind of man if he is not contained in the image then he is not the image, but God just laughs at their foolishness and says:
I, even I, am the Lord; and beside me there is no saviour. -Isaiah 43 “In the beginning [of creation] was the Word, and the Word was with God (in his mouth), and the Word was God (Let my image be!).” -John 1:1 The image that God caused to be was his 'glorified form': his eternal 'raiment', the same 'robes' which man will be clothed with in heaven.
