Are the top Golf Caddies good golfers?

Are the caddies that go with the top professional golfers good golfers themselves? And if they are good why are they not playing the circuit themselves? While watching the Masters this weekend you could see and hear for example Mickelsons caddie giving him a lot of advice in discussing how and where to hit.
