Buy a startingbook of dreamweaver. They have several books how to design and where to start.

Then you can use dreamweaver. It is not that hard, i learned it myself
Trading is like cycling, first you need to learn how.

dreamweaver is indeed a good tool. but it depends on what the site should do. a simple blog, write with the help of wordpress. also the road with a generator can be followed for example codecharge. (when db driven)
and do NOT invent the wheel twice, integrate building blocks which are available
such as for a forum or shopping cart etc.
