You seem to think that "is" is future tense

After price moved above a range of prices, that was "is" and "is" was bullish

The good thing is we were alerted as such when price failed to CLOSE higher, at the highs on small TF.

IS means that price IS doing something now:
EXAMPLE: price IS below a range of closing prices, price IS down.

IS is not a statement about the future.
