Best way to learn web design?

I'm pretty technically savvy, and I'd like to learn web design. I'm a book learner, so book suggestions are fine - I'm pretty busy, not much time to sit in a class anyway.
I want to be able to design sites like Groupon, Twitter, sites that have content and are functional - 2.0, as they say. For personal use, projects.
Suggestions on the best courses I can take, books I can read? Please suggest other programs and languages I can use besides say, HTML.
