Added the ABOVE and BELOW functions to the TRO2017_TRO_DASHBOARD.

Now you can see how many highs price is above and how many lows price is below for the time frames selected.

This is NOT the same as consecutive higher highs/lower lows.
This is NOT the same as highest highs/lowest lows.

In the above chart USDCAD is above the last 14 months highs.
