You have to go to a direct interbank market like EBS or Reuters Matching (see below )
FPI won't work via brokers, trust the pro in automated trading.

From what I know the lowest account you can open with providers like this is USD 250k for a small type of an account and there is a minimal amount traded too. I think Michal is exact while he is sayning there is no point to start with them with an account under USD 1M and still that will be "small scale"...
